The fortress atop Blackrock Mountain: orcs, ogres and trolls rule the lower spire, while the upper spire belongs to Warchief Rend Blackhand and General Drakkisath's black dragons.
Access, keys and attunement
For Upper Blackrock Spire you need the Seal of Ascension from the quest “Seal of Ascension” (Vaelan in the lower spire). (Seal of Ascension)
